What are the legislative changes for 2024 in Portugal?

NHR tax benefit
Applying for the NHR status is not possible anymore after January 1st, 2024. Those who have already obtained the status will still enjoy its 10-year term.
Anyone who meets the conditions for registrations as non-habitual residents on December 31st, 2023, as well as holders of a residence visa valid on that date, will be able to register within the deadline available (March 31st, 2024).
The transitional regime is a set of situations that allows individuals to still apply for the NHR tax benefit. In order to be eligible for the benefit, it is crucial that at least one of these situations occurs within the specified deadlines in 2023.
Retirement age
In 2025, the new retirement age is 66 years and 7 months.
Minimum wage
The minimum wage for 2024 is EUR 820,00. This increase represents a rise of 7,9%. For the autonomous region of Azores, the minimum wage per 2024 is EUR 861,00.
This update has several impacts notably, in the calculation of the maximum limits of compensation for termination of employment contracts by collective redundancy or elimination of job position, as well as in the minimum amount of the traineeship allowance.
Social security percentages
These percentages have stayed the same from last year.
- Social security employee: 11%
- Social security employer: 23.75%
